When it is generally required
The principal contractor must prepare a Health and Safety Coordination Plan before construction work starts where the cost of the work is more than A$350,000. At exactly A$350,000, review the requirement with WorkSafe Victoria: regulation 332 is expressed as A$350,000 or more. Do not assume a plan is unnecessary at that boundary.
The relevant framework is the Occupational Health and Safety Act 2004 and Occupational Health and Safety Regulations 2017. A lower-value job still carries safety duties, and your contract may require a plan.
What the coordination plan covers
- Names, positions and responsibilities of people with specific health and safety duties
- How the employer and principal contractor coordinate trades and shared work areas
- Consultation with employees and health and safety representatives
- First aid, emergency arrangements and incident reporting
- Site rules, induction and arrangements for collecting and reviewing safe work method statements
Consultation is part of the work
An employer must, so far as reasonably practicable, consult employees and their representatives on matters affecting their health and safety. The plan records proposed arrangements. Read it with your crew, confirm those arrangements and adapt it to the actual site before adoption.
